There had been plans to build a certain number of etus in every country based on findings of that are about two months old. The situation is evolving rapidly. And we need to make sure that as it evolves we do not stick to the old plans that actually we adapt and were flexible enough to, if theres no need for an etu, lets not even build that etu.
