桃園平鎮前里長自稱地下市長 拉30里長集體索賄重判10年 - 社會


平鎮2013年爆發里長集體採購弊案，62歲鄧浪安和張姓妻子2007年起至2012年間，把里內採購滅火器當搖錢樹，向消防設備廠商陳姓和廖姓負責人索賄，聲稱可向公所指定採購商、也能遊說其他里長加入，每支滅火器索2200元回扣，參加的里長則依採購數量分900至1000元。
鄧男2010年獲悉有另家廠商提供不同款滅火器，找上門後自稱是平鎮的「地下市長」，要求廠商照「規矩」提供採購金3到4成當回扣，廠商婉拒卻遭恫嚇：「我一通電話打去，你這個案子就沒了！」，還要求拿現金，業者擔憂案子告吹只能照辦，累積索賄的回扣401萬元，其餘29名里長則收受1萬元至15萬元不等。
鄧男辯稱收的是「服務費」，都用在里辦公室貼補、回饋里民，廠商也稱提供的是「業務佣金」非賄賂，但桃園地院法官不採信，仍依14個賄賂罪及恐嚇取財罪重判10年、張姓 ....
