It happened during the debate about the $101.5 billion state budget. At issue is a GOP mandate forcing school districts to apply for state grants from the federal American Rescue plan. The money is supposed to go straight to the districts.

Could Recording A Police Encounter in Florida Become A Crime? Court Ruling Ignites Questions


After years of challenging the arrest in the courts, a three-judge panel voted 3-1 to uphold it.
"Officers made numerous requests to the [mother] to stop recording them, which she ignored. The plaintiff was confrontational in her approach and refused to comply with the officers' instructions," the Florida's Fourth District Court of Appeal wrote.
Ford's lawyer disagrees, saying the ruling could set a precedent that recording police could get you arrested.
"[...] Basically arrested for being a concerned mother and for filming the police which is her first amendment right," the lawyer said.
The decision comes just weeks after a jury convicted the officer who killed George Floyd.

Arrested mom who filmed police cuffing son sees appeal rejected


BOYNTON BEACH — More than a decade after a Boynton Beach mother sued the city when police arrested her for filming them, a state appeals court has ruled against her.
City police in 2009 had the right to arrest Tasha Ford, the three-panel judge said Wednesday in a 2-1 ruling, for “obstruction” of their duties when she recorded them after they cuffed her son for sneaking into a movie theater. The judges’ decision upholds a Palm Beach County Circuit Court ruling.
Ford “failed to comply with the officers’ direction and requests,” Judges Melanie May and Edward Artau wrote. Officers had asked her to stop recording. “She obstructed their investigation and processing of her son’s detention.”

BOYNTON BEACH, Fla. — Recording the police during interactions and arrests has become more common over the years and is now a central element of the movement for racial justice and policing reforms.
But can it also land you behind bars? Well, based on a divided appeals court opinion, in Florida, the answer can be "yes."
The Florida 4th District Court of Appeals ruling on Wednesday upheld a lower court's decision that there was probable cause for the 2009 arrest of a Boynton Beach woman who recorded police outside a movie theater.
