— 8:30 a.m. PEORIA — At the ballot box Tuesday, Tracy Bowles didn't sense the same excitement as in November. Still, with municipal offices on the line, she felt a duty to cast a ballot. Just past 7 a.m., she exited Ignite Church, 3707 N. Dayton Ave., her polling place in the Peoria City Council's 3rd District. "I try to vote in every election," said Bowles, 62.
