Universities start year with massive maintenance backlog
Canadian universities began 2021 with a staggering backlog of deferred maintenance totalling more than CA$17 billion (US$13.4 billion), in addition to struggling with hundreds of millions of dollars in debt caused by the loss of residence and other campus fees.
This figure, which has grown 30% since 2014, shows no sign of declining, according to the Canadian Association of University Business Officers (CAUBO) in a report issued last October.
Ministers of higher education and university officials across the country relish the spotlight of announcing new buildings. But the amount of money now being devoted to maintenance is insufficient to make a dent in the overall backlog. ....

New incentives for authors of Khmer HE resources
Cambodia’s Ministry of Education, Youth and Sport and Ministry of Economy and Finance started an initiative to provide financial support to writers and researchers in higher education through a “research, creativity and innovation” programme that will author textbooks for use in higher education, writes Voun Dara for
The Phnom Penh Post.
Education ministry spokesman Ros Soveacha said the funding initiative is intended to aid students by creating sufficient resources for the study of topics in higher education in the Khmer language.
He reiterated that the purpose of these programmes was to boost the overall quantity and quality of higher education textbooks available in Khmer. It will also help to remedy a lack of resources in higher education for studying in the Khmer language, which hinders students and researchers. ....

Thailand’s Ministry of Higher Education, Science, Research and Innovation has suspended all on-campus teaching and learning activities at public and private universities in high-risk areas as a preventative measure amid the rise in COVID-19 cases, writes Dumrongkiat Mala for the
Bangkok Post.
Universities in high-risk areas must provide methods of instruction that can help limit risks associated with the disease such as moving their teaching online as well as adapting their syllabus into an assignment-based study programme which requires no physical attendance, according to the ministry’s guidelines issued on 3 January.
For general tests and examinations, the guidelines say instructors must consider various forms of assignments which could also be effective for evaluating students’ progress, such as in-depth reports or take-home exams.
