Dueling House, Senate Health Care Budgets Include 'Some Ifs'


Lawmakers have roughly three weeks to reach agreement on a budget, a period coinciding with an expected increase in Medicaid funding from the federal government.
Florida lawmakers might be getting a $10 billion influx of money from Washington and an infusion of additional state tax dollars, but the Republican-controlled House and Senate passed dueling budgets this week that would slash funding for hospitals and other health care providers and do little to help people with disabilities get off a waiting list for services.
The House on Thursday passed a $97 billion budget proposal for the coming fiscal year that includes $42.1 billion for health and human services. The Senate passed a smaller overall budget at $95 billion, but it would direct $42.3 billion to health and human services. ....

Florida Legislature: State to spend millions fighting rising sea levels

Money for affordable housing
More controversially, the House on Thursday voted 78-38 to approve a measure (SB 2512) that would divvy up more than $400 million in documentary-stamp tax dollars that in the past have been targeted toward what is known as the Sadowski Trust Fund for affordable housing.
The bill would direct $200 million in documentary-stamp tax money to affordable housing, with $111.7 million going to sea-level rise efforts and $111.7 million going to sewage treatment projects, Senate sponsor Ben Albritton, R-Wauchula, said Wednesday.
House Democrats objected to paying for other programs with money that could go to affordable housing. The Sadowski Trust Fund has been an annual target of lawmakers who divert or “sweep” the money to be used for other expenses. ....

Florida Lawmakers Approve Out-Of-State Online Sales Tax Plan


A plan to use taxes on sales by out-of-state online retailers to help Florida businesses is heading to Gov. Ron DeSantis after passing the House and Senate on Thursday.
While some Democrats argued that working Floridians would be hurt by the proposal because of “regressive” sales taxes, the House voted 93-24 to approve the measure (SB 50). Hours later, the Senate voted 27-12 to give final approval.
If signed by DeSantis, the bill will require out-of-state retailers to collect and remit sales taxes on purchases made by Floridians, producing an estimated $1 billion a year in revenue for the state. The money would initially be used to replenish the state’s Unemployment Compensation Trust Fund, which became depleted during the COVID-19 pandemic. ....

Online sales tax bill to help businesses passes, heads to DeSantis


Funds will help businesses with rent taxes
“The intention of the bill at the very beginning was to help those that need it the most,” Senate sponsor Joe Gruters, R-Sarasota, said. “We re the only state that has this business rent tax. And it s going to help our retailers when they need it. Anybody that owns a business.” 
The Senate voted 30-10 to approve the bill last month without the commercial-rent provision. That required the Senate to vote again on the bill Thursday after the House added the provision.
Senate President Wilton Simpson, R-Trilby, and House Speaker Chris Sprowls, R-Palm Harbor, had agreed to reduce the commercial rent tax from 5.5 percent to 2 percent.  ....
