Arrests decisions including the inability to look directly into the minds of suspects offering innocent explanations for suspicious conduct, and so i don a case like this one, but its established in circumstantial evidence of mens rea but a strong or at least fair arrest is reasonable and constitutional, and more clearly qualified immunity applies.
