As protesters marched Phoenix streets this year calling for more just treatment from the city s police force, the city was considering a solution that some considered extreme: allowing civilians to independently investigate complaints of police brutality.
Over time, though, as officials crafted the plan for a new Office of Accountability and Transparency and accompanying Civilian Review Board, it failed to live up to activists hopes that it would offer truly independent investigations.
The proposal lost support from the activists, and then from a key council member.
In November, the vote to finalize the office and its review board failed.
Activists and police representatives alike now wonder what happened, and where the city goes from here. ....
