3.19 lakh candidates elected unopposed in UP panchayat elections: SEC

The Supreme Court on Saturday had refused to stay the counting process. In a special urgent hearing on a holiday (Saturday), a bench of Justice A M Khanwilkar and Justice Hrishikesh Roy passed the order after taking note of several notifications and assurances of the SEC that the COVID-19 protocols will be followed at all the 829 counting centres.

Lucknow: Polling for the first phase of the Uttar Pradesh Panchayat Election 2021, seen as a semi-final of the 2022 assembly election, will be held in 18 districts on Thursday with voting on Thursday. Polling will be held from 7 am to 6 pm.
More than 3.33 lakh candidates are in the fray for more than 2.21 lakh seats in the first phase for the posts of
District Panchayat (Zilla Parishad) Member, Area (Block) Panchayat Member, Gram Panchayat Chief and Ward.
The districts where voting will take place are – Ayodhya, Agra, Kanpur, Ghaziabad, Gorakhpur, Jaunpur, Jhansi, Allahabad, Bareilly, Bhadohi, Mahoba, Rampur, Rae Bareli, Shravasti, Sant Kabir Nagar, Saharanpur, Hardoi and Hathras.

Justice Ajay Bhanot laid down the procedure to be adopted by the competent authority for inquiring into the criminal antecedents of a candidate for the purpose of selection. It elucidated the type of materials that may be considered by such authority, the standard of proof, and other aggravating/ mitigating factors for the purpose.
The Bench also made it clear that such inquiry is different from a trial/civil proceeding before a Court of law and hence, competent authority is not always bound by the findings of the court, nor is it invariably constrained by the opinion of the investigation officer. The order came on a writ petition filed by one Sanny Kumar, aggrieved by an order passed by the Superintendent of Police, Jalaun, cancelling his selection as Constable in the UP Police, in the backdrop of several criminal cases pending against him.

Prayagraj: The Allahabad high court has refused to postpone UP panchayat elections due to Covid surge saying that the state has declared protocol to be adhered during the poll process.
Dismissing a PIL — ‘In Re-Postponement of UP Panchayat Election 2021’ — a division bench comprising Chief Justice Govind Mathur and Justice Saurabh Shyam Shamshery observed, “The state government, while notifying elections in Panchayat Raj Institutions has already declared a protocol to be adhered during the election campaign of the elections. This court has also issued certain directions in Public Interest Litigation (PIL) relating to corona pandemic for the state government to follow during the entire process of elections. All necessary care as such shall be taken by the state government to prevent spread of infection during the course of Panchayat Raj elections. Hence, the PIL is dismissed.”

Lucknow: The district administration has made preparations for nomination in the three-tier panchayat elections to be held in Uttar Pradesh. Candidates contesting gram panchayat elections will have to file nomination papers. These are purchased from the district headquarters, tehsil and electoral office. Sales of nomination papers have also started in many districts in Uttar Pradesh. 
The date for submission of nomination papers for contesting panchayat elections will start on Saturday (April 3). For the post of Gram Pradhan, Gram Panchayat member and BDC nomination, the block will have to be contacted, while the nomination of Zilla Panchayat will be done at the district headquarters. However, the guidelines of Covid-19 will have to be completely followed.

Uttar Pradesh Panchayat Election 2021: Reservation list for panchayat polls to be released today 
In view of the upcoming panchayat elections in the Uttar Pradesh, the state administration will release the reservation list of seats. The list will be released by district magistrates. The list will pave the way for candidates to know from where they are eligible to contest polls. 
According to media reports, the final list is cleared after all objections and will be published on Tuesday. The government had earlier set March 15 as the deadline for the list. 
The three-tier panchayat polls are scheduled for April. The polls will choose a total of 57,207 heads.
