海南开通跨境电商直购出口业务-新闻中心-南海网

　　海南日报海口7月14日讯(记者周晓梦通讯员谢东良胡慧宣)7月10日，一架跨境电商出口货物包机从海口美兰国际机场起飞，飞往菲律宾达沃。这标志着我省跨境电商直购出口业务正式开通。海南日报记者从海口海关获悉，截至7月13日，该关所属马村港海关已监管以该模式从海口综合保税区出口跨境电商货物2批次，核放清单约10万单，货值约927万元人民币。
　　海口海关监管一科关员罗敦文介绍，首批跨境电商直购出口商品涵盖汽车贴膜、手机壳、渔具、箱包等，均为广受东南亚消费者喜欢的中国产轻工商品。
　　据了解，B2C跨境电商直购出口贸易，即企业直接面向境外消费者开展线上销售产品和服务，相关企业根据海关要求传输相关交易电子数据的模式，海关监管方式代码为9610。“在9610监管模式下，通过审核出口商品清单、优化通关手续，海关通过CT机智能审图进行同屏比对，无须开箱即可实现对包裹的‘无侵入式’查验，大大缩短查验时间，提升企业获得感。”马村港海关副关长陈振说。
　　另据悉，今年7月1日起，海关总署进一步在全国海关复制推广跨境电商企业对企业(B2B)出口监管试点工作。下一步，海口海关将认真落实相关部署，推动试点工作顺利推广实施，进一步拓宽海南跨境电商模式，助力完善跨境电商发展生态。

海南首票跨境电商出口业务顺利完成

“以往我们都是跑到深圳、武汉办理跨境电商直购业务，马村港海关跨境直购业务开通后，我们就可以就近办理了，非常方便。”海南中合飞国际贸易有限公司法人许强说。
跨境电商直购贸易，也就是常说的B2C，即企业直接面向境外消费者开展线上销售产品和服务，相关企业根据海关要求传输相关交易电子数据的模式，海关监管方式代码为9610。该关监管一科关员罗敦文介绍：“从查验情况看，首批跨境电商直购出口商品涵盖丰富，有汽车贴膜、手机壳、渔具、箱包等，均为广受东南亚消费者喜欢的中国产轻工商品。”
据了解，马村港海关广泛开展“问需于民，领办实事”联系服务工作，多次深入相关企业开展座谈交流，回应地方政府和企业诉求，实地解决企业急难愁盼问题。“在9610监管模式下，通过审核出口商品清单、优化通关手续，海关通过CT机智能审图进行同屏比对，无需开箱即可实现对包裹的‘无侵入式’查验，大大缩短了查验时间，提升了企业获得感。”马村港海关副关长陈振说。
据介绍，海口海关进一步完善“企业问题清零”工作机制，深入推广应用国际贸易“单一窗口”、“提前申报”等通关政策，实施智慧监管，进一步提升监管效能，推动服务海南自贸港早期安排政策有效实施。
为进一步促进跨境电商健康有序发展，助力企业更好开拓国际市场，自2021年7月1日起，海关总署进一步在全国海关复制推广跨境电商企业对企业（B2B）出口监管试点工作。下一步，海口海关将认真落实海关总署部署要求，结合“我为群众办实事”实践活动，推动试点工作顺利推广实施，进一步拓宽海南跨境电商模式，助力完善跨境电商发展生态。
