A memorial service for Vice Mayor Phil Cox will happen July 3 at Visalia First, his family and city leaders announced Monday.
Visalia City Council members honored Cox s memory during Monday s meeting with remembrances and a moment of silence. Flowers and a framed portrait of Cox filled his spot on the dais. Vice Mayor Cox was a husband and a father grounded in his faith. He had a big heart, serving not only his church but the community he lived in, Mayor Steve Nelsen said. Tonight we honor a man who I consider a friend and a colleague, who brought maturity to the council, knowledge to the council, and a gentleman who will be sorely missed on this council.
