U.S. cities undercounting CO2 pollution by 20%
Scientist argues for system to provide data

At least 48 U.S. cities are undercounting their carbon dioxide pollution by nearly 20 percent, according to a new study that compares local disclosures against a national database that can now estimate the same information. The new analysis could create confusion about how much cities emit and therefore how much pollution they must cut at a time of increased attention to climate change from the White House, state capitals, and city officials.
About three-quarters of fossil-fuel CO2 pollution comes from cities. As populations swell, reducing those emissions becomes even more critical, said Northern Arizona University professor Kevin Gurney and his co-authors in the journal Nature Communications. ....

US Cities Under-Report GHG Emissions by More than 18%, Says Study


Cities across the US are under-reporting their greenhouse gas emissions by an average of 18.3%, according to a new study cited in the journal Nature Communications. The results of the study, Under-Reporting of Greenhouse Gas Emissions in US Cities, raise concerns about the self-reported inventories (SRIs) of cities, particularly when it comes to setting emissions baselines and targets.
The paper compares cities’ SRIs to data reported in the Vulcan Project, which estimates emissions consistent with atmospheric measures.
The most common differences between the SRIs of US cities and Vulcan Project data are related to three factors:

Cities have become critical players in reducing the greenhouse gas (GHG) emissions that are causing global climate change. Urban areas produce almost 70 percent of those emissions, and city governments are proposing a variety of policy actions aimed at reducing them. Many cities also produce inventories that detail their greenhouse gas emissions.
Now, professor Kevin Gurney of Northern Arizona University s School of Informatics, Computing, and Cyber Systems and colleagues have compared the self-reported emissions inventories published by 48 major U.S. cities to estimates from a state-of-the-art emissions information system.
