That river was the western extent of the United States in the 1770s. And its going to be a very small community. Most of the buildings will be made out of logs and then some kind of lumber. And then, as we move into the 19th century, and as people start to move West Wheeling will start to grow because this is what some people would refer to as a jumping off point for travels into ohio and then india indiana and illinois and so on.
