Ernest John "EJ" Obiena (Facebook photo) MANILA - National sports associations (NSAs) will continue to directly receive the financial assistance due the athletes but must devise a better disbursement system to prevent another case similar to pole vaulter Ernest John "EJ" Obiena. During the hearing of the Senate committees on sports and finance on Monday, Philippine Sports Commission (PSC) Chair William Ramirez said the direct financial assistance to NSAs will remain. "They will be directed to provide a better mechanism accounting, disbursement and handling so the athlete can focus on training," Ramirez said. The Philippine Athletics Track and Field Association (Patafa) has dropped the 26-year-old Obiena from its rolls and has threatened to file estafa raps against the World No. 5 and charges related to the World Athletics' Integrity Code of Conduct against Ukrainian coach Vitaly Petrov. The case stemmed from Obiena's alleged non-payment of Petrov's salary, which the coach later said was just delayed. Obiena said the liquidation of expenses gets in the way of his training and requested that Patafa directly pays his coaches. He had since submitted acknowledgment letters signed by Vitaly as payment for coaching fees. Patafa said it sent PHP13.3 million to Obiena from May 2018 to August 2020. Patafa president Philip Juico also joined the hearing and reiterated his earlier statements that it was Petrov who asked for their assistance regarding the non-payment of his salary. Obiena is currently in Europe for competitions in Sweden, Poland, and France. He has declined a mediation initiated by PSC, saying it will be used by Patafa "to silence me and to keep the truth hidden". He also said he is ready for the estafa charges so he can "finally end this baseless witch hunt". Obiena said that while "he could have done a better job" in paying his coaches on time, Patafa was also partly responsible for the delay. He cited the assistance to cover the training period from November 2018 to October 2019 amounting to PHP3.176 million was approved by a board resolution on June 8, 2019. The actual payment was made in five unequal tranches with no breakdown. "The board resolution took three months and it took nine months to pay me the full amount," he said during the hearing. Committee on Sports chair, Senator Christopher Go, said the widening rift between Obiena and Patafa should be resolved immediately. "We must bear in mind that our objective is for us to come up with meaningful recommendations on how to boost the morale of our athletes, improve the performance in their respective fields, foster the relationship between the various organizations and athletes, and ultimately, raise the bar of Philippine sports," Go said.
