(Archived document, may contain errors) March 5, 1984 HOW THE W HITE HOUSE CAN REGAIN CONTROL OF FOREIGN POLICY INTRODUCTION The authority and influence of the careerists in the United States Foreign Service' have increased considerably during the Administration of a President who came to Washington intent on reducing the federal bureaucracy. This anomalous situation di- rectly affects foreign policy decisionmaking, which in turn limits the ability of the American people to direct the course of foreign policy through the electoral process.
