The dude. He told him to stop and to drop something. By the time i got in the parking lot he was yelling for me to move out of the way and he opened fire. It unfolded within 1 to 2 minutes. It all began when someone flagged down a passing patrol officer. He was waving a pipe around threatening people. He was pursued on foot. The officer was chasing him telling him to stop, drop it. She didnt see the metal pipe, a foot long until after several shots rang out. He was crying and bleeding on the ground. Police confirmed they did recover the pipe.
