ANTIOCH, Calif. Authorities said that officers did not use an illegal knee-on-neck chokehold to detain Angelo Quinto, a Bay Area Navy veteran who died during a confrontation with police in December. His family has since filed a wrongful death lawsuit.
The family of Quinto called police on Dec. 23 because the 30-year-old was suffering a mental health crisis at their home in Antioch, 45 miles east of San Francisco. His family says a responding officer knelt on Quinto s neck for nearly five minutes while another officer restrained his legs. Quinto lost consciousness and was taken by ambulance to a hospital, where he died three days later. ....

Antioch, California Police here are denying that one of their officers knelt on the neck of a Navy veteran for several minutes while restraining him in late December, reports CBS San Francisco. Angelo Quinto s family called police because the 30-year-old was suffering a mental health crisis and needed help.
He said Please don t kill me. Please don t kill me as they were putting him on the ground. They handcuffed him and one officer put his knee on the back of his neck the whole time I was in the room, said Quinto s mother, Cassandra Quinto-Collins. ....

Antioch City Leaders Launch Police Reforms That Include Bodycams, More Transparency

In last year s election, Thorpe ousted incumbent Mayor Sean Wright, and Mayor Pro Tem Joy Motts lost to Tamisha Torres-Walker. The vote count delivered an African-American majority on the City Council and a definite progressive swing to local politics.
In launching the discussion on the proposals, Thorpe emphasized the importance of bringing more transparency to police practices. Torres-Walker noted, Change is never easy … but the world is watching. What we are doing today is just the floor not the ceiling.
