The massive outpouring of national grief, respect and tributes after the passing of Bro. Parnel Campbell provides us with an opportunity to reflect on his legacy and those aspects of his work still left unfinished through no fault of his. If we were inclined to dodge that responsibility, his son Daniel did not mince words during the funeral service by throwing out an open challenge to his listeners to complete the constitutional reform process to which PR was so firmly committed.
Much as he would have appreciated all the tributes, this call to action must have warmed the heart of the patriotic warrior. For all his impressive accomplishments, PR must have yearned for a revisiting of the constitutional review if only to finally sever the umbilical cord which continues to bind us as subjects of the British monarchy. He is not alone in that desire. ....

The lamented passing of Mr. Parnel Campbell Q.C, former Chairman of the multi-sectoral Constitutional Review Commission (CRC) which spearheaded the failed constitutional review process of 2003-2009, brings into focus a most disconcerting statistic.
The CRC embarked on its arduous task 18 years ago with a membership of 25, supplemented by a similar number of alternates, under the leadership of distinguished regional jurist Dr Nicholas Liverpool of Dominica with Mr Campbell as his deputy. All but the representatives of the two parliamentary political parties, the ULP (4) and the NDP (2) were drawn from civil society organisations.
By the time that Mr Campbell was laid to rest yesterday, a significant number of those persons had completed their mission on earth and departed for the “great beyond”. Mr Campbell became the second head of the organisation to die, following the death of Dr Liverpool in 2015. PR be ....

Parnel was my close friend, perhaps my best friend at primary school in Barrouallie. He was then known as ‘PC’- Pernel Campbell. (I suspect that while preparing to take his entrance examination he realised that he was registered as Parnel, not Pernel). Parnel was very good with his hands as we would say. He made sling shots, tops and traps to catch ‘ground doves’. We went looking for tamarinds, rode scooters, played marbles and cricket on the beach. In fact, it is on one of those occasions I realised I could swim since he pushed me off the wharf and smiled as I swam shore. He was very adventurous and had an appealing sense of humour. We passed the School Leaving Certificate and the entrance examination to the Grammar School. Following an appeal by my teacher Olson Peters/ ‘Caribbean Pete’ I was kept back to do the scholarship examination. PR then went on to the Grammar School and lived with his mother and the rest of his family at Frenches ....

Mr Parnel Campbell, QC affectionately called ‘PR’ was a long-standing senior member of the legal profession in St Vincent and the Grenadines and the OECS. He was well-known as a lawyer and politician throughout the Caribbean.
PR Campbell was a true nation builder. He contributed to national development in many ways and will be remembered as a man whose life exemplified a commitment to public service. He did so as a politician, as a political commentator and as a vocal champion of the rule law and of public order. ....
