A longtime Askew School of Public Administration professor at Florida State University quietly retired amid an investigation of sexual misconduct between him and a female international graduate student, sparking outcry among university students, faculty and staff. The investigation into Richard Feiock was launched in early 2020. According to the 200-page investigation document, Feiock preyed on primarily female international Asian students under his supervision amidst a culture of isolation from the rest of the department and other professors. His behavior ranged from touching a student’s thigh under the table during a social gathering to allegedly kissing a student in the parking lot to having oral sex with a student in his office. ....

Published reports show Feiock had previous allegations of sexual misconduct against him in 1991 and 2005 that were never investigated. The most recent allegations were brought to light in December 2019. That s when sexually explicit emails, text messages and photos allegedly sent by Feiock to an Asian graduate student were shared with students in the Askew School. Feiock was placed on administrative leave and a lengthy investigation was launched. But Feiock announced his retirement before meeting with university investigators and the case was later closed. The disposition of the case prompted the Askew faculty last month to publicly chastise the administration for failing to protect students from Feiock and not previously addressing his alleged behavior. ....
