Netflix argues that South Africa s plan to slap international streaming services with a 30 percent local content quota will harm the industry.
Shola Sanni, Director of Public Policy for Sub-Saharan Africa at Netflix, has countered South Africa s proposal of a legislation that will enforce a 30% local content quota on all streaming services. This, after the draft White Paper on Audio and Audio-Visual Content Services Policy Framework was tabled and agreed upon by all parties in parliament in November 2020. The move by the South Africa government is reportedly driven by the need to increase local investment in the television and film industry. ....

More than 110 000 South Africans against proposed TV licence regulations
110 000+ South Africans voiced opposition against plans that will force users of laptops, tablets and streaming accounts to pay TV licences.
The
South Africa Broadcasting Corporation (SABC) confirmed thousands of South Africans “have voiced their opposition against plans that will force users of laptops, tablets, decoders and streaming platforms” to pay TV licences.
More than 110 000 South Africans have signed a petition to ask the minister in charge of the South African Department of Communications and Digital Technologies (DCDT) to reconsider the amendments.

Durban - THE draft bill to extend the payment of TV licensing fees to other streaming services such as Netflix will likely very soon become law.
This is according to political commentator Xolani Dube of the Xubera Institute for Research and Development, who says if the majority party is supported by the smaller opposition parties in Parliament, the bill will pass.
“In principle, no one is supposed to support this bill but we are fast approaching the elections so it’s a game of politics and everyone has to secure their interests. ....

On 26 January 2021 The South African National Editors’ Forum (SANEF) and the Press Council hosted a briefing on the  Department of Communications and Digital Technologies (DCDT) recently published Draft White Paper on Audio and Audio-visual Content Services Policy Framework: A New Vision for South Africa 2020.
The briefing was arranged to assist journalism bodies and media houses to better understand the proposed regulation and to help them in responding to the invitation for public comment, which is due on 15 February.
It is important for press stakeholders to engage with the draft White paper because if the final policy follows the proposals set out in the draft, the landscape for the regulation of journalistic content – particularly online video – will dramatically change. ....
