How many litigation cases are open in the town of Concord?


In January 2021, the Symes case was filed against the town as an appeal of certain conditions of the subdivision approval. According to Town Manager Stephen Crane, this case could have only been avoided had the Planning Board failed to apply the town’s inclusionary housing bylaw and even then, an abutter could have appealed.
Town Counsel further advised that the vast majority of cases listed on the state courts’ online dockets are complete, but many are improperly listed on the Court’s website as open.
According to town documents, there are 61 closed cases (many in tax title takings), three active matters Anderson Kreiger is handling (Estabrook, Symes and the Mandrioli), and nine active matters that Town Counsel does not have an appearance or do not handle. These include six ongoing tax title cases. ....

In a joint meeting last night, Barnstable Finance Director Mark Milne was scheduled to take center stage, presenting the town s post-COVID financial status to the Town Council and School Committee.
You ll hear two different terms used, Council President Matt Levesque said Wednesday by phone: level-funded and level-service. With level-funded, town departments would get the same amount of money as last year.
With level-service – which is what Milne is recommending – you can do the same thing as last year with increased budget, including raises and cost of living increases.which is a good thing, Levesque said. We will be able to offer the same services knowing that the budgets and costs are going to go up, but we re in a place where we can do that. That s a positive thing. ....
