Disgruntled resident barred from city offices in Appleton, Minnesota
An Appleton resident uttered an obscene word to the city administrator when he expressed his disagreements with him during a chance encounter in the city office building. Mitchell Fett said there was not a single word that could be misconstrued as a threat.
