In anticipation of a surge in demand in some municipalities for doctors and nurses eligible to administer COVID-19 vaccines, Japan will enlist the help of dentists for its nationwide inoculation program, which is currently progressing at a very slow pace.
After gaining approval from a panel of experts, the health ministry decided Friday to allow dentists who are deemed ineligible to give COVID-19 vaccines under the Medical Practitioners’ Law to administer the shots under some circumstances.
Japan rigidly controls who can administer coronavirus vaccines, contrasting sharply with countries such as the United States and the United Kingdom, where an array of health care personnel besides doctors and nurses including dentists, pharmacists, medical students and emergency medical technicians have been deployed to help staff the inoculation program. From free bath salt giveaways to shopping coupons and discounted taxi rides, municipalities across Japan are coming up with an array of incentive programs to not only prod residents into getting vaccinated against COVID-19, but to help revitalize struggling local businesses.
Japan isn’t alone in seeing efforts by authorities to coax the public into getting vaccinated.
In Israel, which has the highest vaccination rate in the world, a so-called Green Pass has been issued to those fully vaccinated as a ticket back to normalcy, granting its holders access to facilities such as gyms, hotels and theaters. China, too, is accelerating its inoculation campaign as some local governments offer those who have been vaccinated a range of sweeteners from free eggs to grocery discounts. ....

The health ministry on Friday released a report blaming limited testing for glitches in the government’s COVID-19 contact-tracing smartphone app that were overlooked for a prolonged period.
