INDIANAPOLIS (AP) Indiana officials have yet to describe any big plans for the influx of federal money expected from the $1.9 trillion COVID-19 relief package that Congress approved this week.
Preliminary estimates show roughly $5.8 billion will be directed toward Indiana. About $3 billion would go directly to state government, and $2.6 billion to cities and counties and $200 million for a state capital projects fund, said Rachel Hoffmeyer, a spokeswoman for Republican Gov. Eric Holcomb.
“Greater details should come in future guidance and communication,” Hoffmeyer told The (Fort Wayne) Journal Gazette.
State lawmakers are looking to have a say in how that money will be spent. ....

House Republicans approved a new, two-year, $36 billion budget Monday they say boosts education and helps businesses recover from the pandemic.
Democrats, however, say the GOP budget fails to adequately lift people up.
Rep. Tim Brown (R-Crawfordsville) is his caucus’s budget architect. He touts $378 million new spending for K-12 education (about a third of which will go to private school vouchers), grants for small business recovery, student learning loss, law enforcement and regional economic development.
“Indiana is the best state in the Midwest for jobs and people working and that shows in the strength of how we budget in state government,” Brown said. ....

Gov. Eric Holcomb’s new state budget proposal would spend $1.13 billion over the next two years on one-time initiatives. And almost none of that would be direct relief for Hoosiers struggling during the ongoing COVID-19 pandemic.
Holcomb administration officials call the state’s financial situation a “pleasant surprise” – Indiana budget reserves should return to pre-pandemic levels this year.
And because of that, Office of Management and Budget Director Cris Johnston said the governor wants to prioritize one-time expenses – on items like paying down debt, broadband expansion and cash-funding a swine barn at the State Fairgrounds. ....
