Hoosiers will get a state tax refund when they file their taxes next year.
That’s because the state finished the year with budget reserves of $3.9 billion, triggering Indiana’s automatic taxpayer refund.
The automatic taxpayer refund was created a decade ago and only used once, in 2012, sending a $111 credit to Hoosier taxpayers.
After that, lawmakers made it harder to trigger. Essentially, Hoosiers get the refund if state budget reserve dollars are more than 12.5 percent of the total budget. And the state s tuition reserve – a sort of rainy day pot for school funding – isn t calculated as part of the total reserve. ....

Gov. Eric Holcomb’s new state budget proposal would spend $1.13 billion over the next two years on one-time initiatives. And almost none of that would be direct relief for Hoosiers struggling during the ongoing COVID-19 pandemic.
Holcomb administration officials call the state’s financial situation a “pleasant surprise” – Indiana budget reserves should return to pre-pandemic levels this year.
And because of that, Office of Management and Budget Director Cris Johnston said the governor wants to prioritize one-time expenses – on items like paying down debt, broadband expansion and cash-funding a swine barn at the State Fairgrounds. ....

Who is included in the first phase of vaccinations?
The state’s first phase of initial doses will go to health care workers and long-term care facility residents.
Indiana has about 400,000 health care workers – doctors, nurses, respiratory therapists, environmental services, administrators who have direct contact with patients, transportation staff. There are about 39,000 Hoosiers living in long-term care facilities.
That means about 6.5 percent of Indiana’s total population are prioritized for the first phase of the vaccine’s rollout.
But Dr. Lindsay Weaver, Indiana Department of Health chief medical officer, said the very first doses aren’t enough to cover that entire population. The health department anticipates receiving 55,575 doses in the first week. ....
