Attorney General Gurbir S. Grewal announced that former Morris County freeholder candidate Mary Dougherty pleaded guilty today to filing a false report with the New Jersey Election Law Enforcement Commission (ELEC) in connection with an illegal $10,000 campaign contribution that she received.
 
Officials said Dougherty, 60, of Morristown, pleaded guilty to an accusation charging her with false swearing, a fourth-degree crime, before Superior Court Judge Stephen J. Taylor in Morris County.
Under the plea agreement, the state will recommend that Dougherty be sentenced to a period of non-custodial probation to be determined by the court.  ....

Jane Mastroeni said she used to tell her son s best friend, Matthew Pulis, to drive responsibly while her son was in the car.
But in the early morning hours of April 25 last year, those warnings came to naught. Pulis was behind the wheel in a violent crash that ended the life of Mastroeni s 21-year-old son.
 
I trusted you, and you betrayed that trust, the Jefferson Township woman told Pulis on Thursday, in a statement during his virtual sentencing in state Superior Court.
Pulis, 21, who lives in the Oak Ridge section of the township, pleaded guilty in January to charges of vehicular homicide and driving while under the influence after he smashed his car into a tree, killing Frank Mastroeni. On Thursday, a Morris County judge sentenced him to three years in state prison.  ....

Case Background
During a meeting in a restaurant, Dougherty accepted $10,000 cash in $100 denominations that the cooperating witness delivered in a takeout coffee cup, the OAG said.
Dougherty later returned the cash and asked the cooperating witness to
send four checks each within the $2,600 individual-donor limit,
authorities said.
They met in the same restaurant, where Dougherty accepted four checks from straw donors people reimbursed to write checks to each defendant s campaign the OAG said.
New Jersey s attorney general claims Dougherty and the cooperating witness
met in the same restaurant for the transaction and had the following
exchange:
