United Nations agencies in Timor-Leste are
supporting response efforts, as floods and landslides left
widespread damage across the country, including in the
capital, Dili.
According to media reports, at
least 21 people died in the country and many more are
missing. Large parts of Dili are inundated, with water
levels as high as two meters reported in some

Severe damage has also been reported
to critical infrastructure, including roads, bridges and

said to be disrupted in some of the worst affected

'If You Don't Feed People, You Feed Conflict', UN Chief Tells Security Council

Friday, 12 March 2021, 7:09 pm
Conflict drives hunger, and when that turns to
famine, that then drives conflict, the UN chief told the
Security Council on Thursday, adding that “if you don’t
feed people, you feed conflict”.
“When a

separately”, Secretary-General António
Guterres said via videoconference to the meeting which
focused on how conflict and food security are

And when hunger meets inequality, climate
shocks, sectarian and ethnic tensions, together with
grievances over resources, they then “spark and drive
conflict”.

decolonization, primarily in Africa. The approach of locally
managed change, however, was highly distrusted during these
initial years, during which the dominant view was that
central-level policy makers are in a better position than
the people to make highly productive decisions regarding
development projects.
The Foreign Assistance Act of
1961, passed under the leadership of President John Kennedy,
marked an attempt to de-link U.S. development assistance
from the nation’s military, political, and economic
interests. The Act emphasized “maximum participation” on
the part of the people in their own ....
