ADB Launches Tax Hub to Enhance Domestic Resource Mobilization and International Tax Cooperation

MANILA, PHILIPPINES (3 May 2021)
The Asian Development Bank (ADB) today launched an Asia Pacific Tax Hub to create an open and inclusive platform to promote strategic policy dialogue, improve knowledge sharing, and strengthen coordination on tax policy and administration among ADB, its members, and development partners.
The hub will maximize regional and international resources to strengthen domestic resource mobilization (DRM) and international tax cooperation (ITC) in ADB’s developing member countries (DMCs).
“Domestic resource mobilization has emerged as a major strategic priority for our DMCs at this moment. It will be vital in the effort to address debt sustainability and to achieve the Sustainable Development Goals,” ADB President Masatsugu Asakawa said in a seminar at ADB’s 54th Annual Meeting. “The lack of a pan-regional tax community has been a unique and significant shortcoming for Asia and the Pacific. ....

ISLAMABAD: The Overseas International Chamber of Commerce and Industries (OICCI) has recommended to the finance teams working on the upcoming budget 2021-22 for seizure of local assets or levy appropriate taxes if any person holds any assets abroad.
The OICCI top office bearers, who held a meeting with Minister for Finance Shaukat Tarin and his economic team and recommended for bringing illicit trade into tax ambit especially tax evaded cigarettes that could fetch Rs 70 billion for the national kitty per annum, revising Afghan Transit Trade Agreement (ATTA) and registering all income earners into the tax net. ....

Tax transparency: lessons from Uganda's transformative journey

To fight against tax evasion, Uganda joined the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) in 2012. In doing so, Uganda included exchange of information as a key component of its domestic resource mobilisation strategy to improve compliance of both multinational enterprises (MNEs) and individuals, including ones with high-net-worth.
In 2016, Uganda also became a party to the Convention on Mutual Administrative Assistance in Tax Matters, the most powerful multilateral instrument for tax co-operation, with over 140 participating jurisdictions.
Partnerships also played a significant role. By partnering with the Global Forum, the African Tax Administration Forum (ATAF), the OECD, and the World Bank Group (WBG), Uganda was able to accelerate its transformation. These partnerships supported much-needed reforms, and helped develop technical capacities through skills and knowledge transfer. ....
