Land plan OK'd for new Greenbean | News, Sports, Jobs

The Altoona Planning Commission on Tuesday approved a land development plan for a new Greenbean Coffee House on the 700 block of Sixth Avenue across the avenue from the leased and currently operating facility it will replace.
Owners Katy and Travis McCabe Kavi Partnerships LLC were originally planning to construct a three-story building with the coffee house on the first floor and apartments above at the corner of Eighth Street, but now plan simply to build a one-story building for the coffee house, according to landscape architect Adam Long of Keller Engineers.
The owners obtained a special exception from the Zoning Hearing Board for off-site parking, so they could build the parking lot for the new facility across the alley between Sixth and Fifth avenues in the multiple household residential zone where the new facility will be located. ....

The Wolf administration’s announcement Tuesday that coronavirus “mitigations” except for masking will end Memorial Day prompted satisfaction and optimism, as well as surprise and a bit of caution from local stakeholders.
“It’s a step in the right direction,” said Mike Luciano, owner of Mike’s Court, who has been seeing more customers lately, especially older ones who’ve been vaccinated and are feeling a new confidence.
“People are ready to socialize,” Luciano said. “They feel a little freer.”
“Any step toward life before the pandemic is a good thing,” said Matt Stuckey, president of Stuckey Automotive, speaking not so much on behalf of his own business, which COVID-19 restrictions haven’t impinged upon too badly since the summer, but for others they’ve damaged severely. UPMC Altoona gets 'A' from Leapfrog | News, Sports, Jobs

UPMC Altoona has received an A, the highest mark, this spring from The Leapfrog Group, a nonprofit watchdog organization that rates hospitals on their ability to protect patients from preventable errors, accidents, injuries and infections.
It’s the sixth consecutive A for the hospital from Leapfrog, which issues reports twice a year.
The hospital also has a four-stars-out-of-five rating from the Centers for Medicare and Medicaid Services and only one “black mark” among 16 illness categories from the Pennsylvania Health Care Cost Containment’s latest performance report.
“It’s a significant achievement, especially because it comes at such challenging times in health care,” said Dr. David Burwell, chief quality officer for UPMCs Altoona, Bedford, Somerset and Western Maryland, in a phone interview. ....

PennDOT seeks to save money | News, Sports, Jobs

PennDOT is experiencing funding problems due to the reduced ability of gas tax revenues to keep up with construction needs.
While it awaits long-term solutions from a newly formed Transportation Revenue Options Commission, the department is extending the money that is available with tactics like “asset preservation,” according to Vince Greenland, District 9 assistant district executive, who spoke this week at PennDOT’s annual “outreach” to municipal officials.
The department’s guidelines for managing asphalt pavement are designed to postpone for as long as possible the steep decline of pavement condition that leads to the need for expensive resurfacing and eventually reconstruction by performing inexpensive maintenance at the right times, according to Greenland. ....
