BRATTLEBORO — Norma Hardy will bring 26 years of law enforcement experience to the Brattleboro Police Department when she starts this week.
“I cannot even express how excited I am,” she said. “I am so excited and ready to get started. I can’t wait to dive in.”
Hardy, who is the first female and Black person to be police chief in Brattleboro, will begin Wednesday. Town Manager Peter Elwell made the appointment after interviewing “a strong field of 23 applicants,” according to a statement.
“Hardy had a distinguished 26-year career with the Police Department of the Port Authority of New York and New Jersey,” the statement says. ....

The national reckoning with racial justice and police brutality has led to a conversation about the role of law enforcement in New England communities.
The May 2020 killing of George Floyd in Minneapolis police custody sparked protests across the nation, including in Williamstown, Massachusetts, where residents worked to bring that conversation home.
Residents formed the Racial Justice Police Reform Group in July. They also pushed the town to establish the Advisory Committee for Diversity, Inclusion and Racial Equity, or DIRE, that same month to lead discussion in the town of 7,500.
One of their first tasks was to cut the police budget, a move that then-police chief Kyle Johnson resisted. ....

BRATTLEBORO — The Select Board voted 3-2 to level fund police training for the fiscal year 2022 budget, as recommended by a recent report about improving community safety, rather than going with a 48 percent increase as proposed by the interim police chief.
Commissioned by the town and released Jan. 1, the 224-page report says needs should be assessed before investing further in training and community members with lived experience should be consulted. At the board meeting held remotely Tuesday, which at one point had 88 participants, interim Police Chief Mark Carignan said he wanted extra funds for training on diversity, equity, inclusion and de-escalation, but also to hire local subject matter experts to advise in making the sessions more effective. ....
