Sask. forecasting record $2.6B deficit with increased pandemic spending on health, education

Saskatchewan s 2021-22 budget shows the province is still feeling the financial affects of the COVID-19 pandemic, posting a forecasted $2.6 billion deficit for the fiscal year.
For the second year in a row, the budget focuses heavily on health, education and social services spending to ease assist with pandemic-related costs.
Deficits are projected to continue over the next three years, at $1.7 billion in 2022-23, $1.2 billion in 2023-24 and $770 million in 2024-25.
Based on these projections, Saskatchewan will see seven straight years of deficits through 2025, after posting deficits in each budget since 2018-19.
Forecasts for both revenue and expenses are up from 2020-21. Total expense of $17.1 billion is expected this fiscal year, up $1 billion, or 6.3 per cent, from last year s budget. These expenses are also up $1.1 billion from the current 2020-21 forecast. ....

First Nations 'alarmed' at lack of consultation on Lake Diefenbaker Irrigation Project


The Prince Albert Grand Council (PAGC) is adding its voice of concern about the proposed $4 billion Lake Diefenbaker Irrigation project. It will encompass a half-million-acre crescent of land running from the west and southwest of Saskatoon through to the northeast of Regina.
First Nations leaders say there has yet to be meaningful dialogue with the province on the three-phase project announced in July, 2020. Meanwhile, the government says it will follow the Duty to Consult, which is expected to start soon.
First Nations want detailed analysis
As part of a media release issued this week, PAGC Grand Chief Brian Hardlotte said an analysis of how the project may further impact the whole Saskatchewan River delta needs to be undertaken. He said upstream dams had already altered and threatened biodiversity upstream. ....

Regina engineers tapped for initial work on irrigation expansion

The Saskatchewan government is moving ahead with engineering studies on proposed Lake Diefenbaker Irrigation Expansion.
Regina’s Clifton and Associates will be the lead firm for preliminary engineering design. The work will include geotechnical studies and environmental consulting.
“We are delighted to be a part of this legacy project that will further reinforce Saskatchewan’s position as a leader in global food security while building on the vision made possible by the creation of Lake Diefenbaker a half a century ago,” Wayne Clifton, Clifton Associates Ltd. CEO, said.
“It will keep 100 people busy for the next 18 months or longer to complete this phase of the work, so while we are in COVID recovery, we are very thankful to have this project coming in our door,” added Clifton. ....
