Black Hawk County Getting New Emergency Management Coordinator
Black Hawk County has completed its search for a new emergency management coordinator.
Mindy Benson will be taking has been named to replace Lorie Glover, who s retiring after 10 years. Benson will begin her duties as Black Hawk County s emergency management coordinator on March 22.
Bensen has served as Tama County s Emergency Management Coordinator for the past seven years. She has been involved in communications, preparedness, providing resources to local first responders, and has assisted in providing training requests from local community groups and first responders during her 20-year career in public safety.
“With her training, experiences, and hands-on responses, she has a great understanding of overall community and county preparedness” said Sheriff Tony Thompson, who serves as commission chairman. ....

Iowa legislature advances bills that would penalize cities that cut police budgets

Committees in the Iowa state House and state Senate advanced legislation that would cut state funding to jurisdictions that cut their police budgets by a greater percentage than their overall budgets.
“State funds shall be denied to a local entity pursuant to subsection 1 by all state agencies for each state fiscal year that begins after the fiscal year in which the law enforcement agency’s budget is reduced,” the Senate bill reads.
The bill passed through the Senate panel on Monday, the Des Moines Register reported. An identical House bill passed through a subcommittee on Tuesday.

If a city or county wants to reduce the police budget, they have to justify the reduction and get approval from the state for it. ....

Bill to penalize cities that defund police advances, despite criticism
Republicans in both chambers moved forward with a measure to deny all state funding to cities and counties that reduce their police budgets, one of the elements of Reynolds bill.
The measure would cities and counties that submit justification for the reduction in their budget, such as a decline in one-time expenses or a decrease in their population, to earn an exception to the funding ban.
