সরকার ২০২৬ সালের মধ্যে একটি উন্নয়নশীল দেশের মর্যাদা অর্জনে চ্যালেঞ্জের মুখোমুখি হয়ে কর্মচারী উন্নয়ন পরিকল্পনা তৈরির উদ্যোগ নিয়েছে।
এ লক্ষ্যে প্রধানমন্ত্রীর কার্যালয় (পিএমও) থেকে চারটি সরকারি সংস্থাকে প্রয়োজনীয় ব্যবস্থা নিতে নির্দেশনা দিয়েছে। সরকারি এসব সংস্থাগুলোর মধ্যে রয়েছে, মাধ্যমিক ও উচ্চশিক্ষা বিভাগ, কারিগরি ও মাদ্রাসা শিক্ষা বিভাগ, বাংলাদেশ রফতানি অঞ্চল কর্তৃপক্ষ এবং জাতীয় দক্ষতা উন্নয়ন।
সম্প্রতি প্রধানমন্ত্রীর কার্যালয়ের এক্সিকিউটিভ সেলের পরিচালক মোহাম্মদ আসাদুজ্জামানের পাঠানো চিঠিতে এই সংস্থাগুলোর সর্বাধিক দক্ষ কর্মী ও পরিচালকদের প্রয়োজনীয় খাতগুলোও চিহ্নিত করতে বলা হয়েছে।
বাংলাদেশে কর্মরত বিদেশিদের বেতন-ভাতা হিসাবে প্রতিবছর কোটি কোটি ডলার দেশের বাইরে চলে যাচ্ছে। এই অর্থ যাতে দেশের বাইরে যেতে না পারে সে জন্য প্রয়োজনীয় সংখ্যক দক্ষ কর্মী তৈরির প্রেক্ষাপটে এই পদক্ষেপ নেওয়া হচ্ছে বলে জানা গেছে।
এ বিষয়ে বাণিজ্য মন্ত্রণালয়ের ওয়ার্ল্ড ট্রেড অর্গানাইজেশন সেলের মহাপরিচালক মো. হাফিজুর রহমান বলেন, দক্ষ কর্মীশক্তিসহ আমরা একটি উন্নয়নশীল দেশ হিসাবে অনেক চ্যালেঞ্জের মুখোমুখি হচ্ছি।
সেন্টার ফর ডেভেলপমেন্ট অ্যান্ড এমপ্লয়মেন্ট রিচার্স-এর নির্বাহী চেয়ারপারসন রুশিদান ইসলাম রহমান এক জরিপের বরাত দিয়ে বলেন, বাংলাদেশের বিভিন্নখাতে কর্মরত বিদেশি দক্ষ কর্মীদের বেতন ও ভাতা হিসাবে প্রতিবছর ৪ বিলিয়ন ডলারের বেশি অর্থ দেশের বাইরে চলে যাচ্ছে।
রেমিট্যান্স আইন অনুসারে, বিদেশী কর্মীদের বেতন-ভাতার ৭৫ শতাংশ বাংলাদেশ থেকে নিয়ে যাওয়ার অনুমোদন দিয়েছে সরকার।
নাম প্রকাশ না করার শর্তে অর্থ বিভাগের উর্ধ্বতন একজন কর্মকর্তা বলেন, দুর্ভাগ্যজনক যে দেশে দক্ষ জনশক্তি না থাকায় দেশের বৃহত্তম রপ্তানি খাত তৈরি পোশাক খাতে প্রচুর বিদেশি কর্মীরা কাজ করছেন, যার ফলে প্রচুর পরিমাণে বৈদেশিক মুদ্রা চলে যাচ্ছে।
তিনি বলেন, বিজিএমইএ’র বিশ্ববিদ্যালয় ফ্যাশন অ্যান্ড টেকনোলজি (বিইউএফটি) এমন একটি সংগঠন যেখানে অনেক বিদেশি শিক্ষক কাজ করছেন। যা দেশের পক্ষে সুখকর নয়। আফ্রিকান দেশগুলো দেখুন। আফ্রিকানাইজেশন প্রোগ্রাম নেওয়ার পরে তারা বিদেশি বিশেষজ্ঞ ও শিক্ষকদের হাত থেকে মুক্তি পেয়েছেন। সরকার এখন যে পদক্ষেপ নিয়েছে তা আরো আগে নেওয়া উচিত ছিল। দেশে দক্ষ কর্মী তৈরি করা গেল বিদেশি বিশেষজ্ঞের আর প্রয়োজন হবে না।
তবে বিদেশি শিক্ষক নিয়োগের বিষয়টি প্রসঙ্গে বিইউএফটি রেজিস্ট্রার মো. রফিকুজ্জামান বলেন, বিশ্ববিদ্যালয়ে বিদেশি শিক্ষক নিয়োগের বিষয়টি ঠিক নয়। আমরা প্রশিক্ষণ বিনিময় কর্মসূচির অধীনে চীনের বিভিন্ন বিশ্ববিদ্যালয়ের সঙ্গে চুক্তি করেছি।
৪৫ বছর পর একটি স্বল্পোন্নত দেশ (এলডিসি) থেকে উন্নয়নশীল দেশে গ্রাজুয়েশনের যোগ্যতা অর্জনের কারণে বাংলাদেশ একটি নতুন যাত্রা শুরু করেছে। ইউনাইটেড নেশনস কমিটি ফর ডেভলপমেন্ট পলিসি (ইউএন সিডিপি) গত বছরের ফেব্রুয়ারিতে এর চূড়ান্ত মূল্যায়নে গ্রাজুয়েশনের সুপারিশ করেছিল।
২০২৬ সালে আনুষ্ঠানিকভাবে বাংলাদেশ একটি উন্নয়নশীল দেশে পরিণত হওয়ার কথা রয়েছে। কারণ জাতিসংঘের কমিটি সুপারিশ করেছিল যে কোভিড -১৯ এর অর্থনীতিতে প্রভাবের কারণে এই দেশটি পরিবর্তনের জন্য তিন বছরের পরিবর্তে পাঁচ বছর সময় নেবে। ২০২৬ পর্যন্ত বাংলাদেশ এলডিসি হিসাবে বাণিজ্য সুবিধা উপভোগ করতে থাকবে।
তৈরি পোশাক শিল্প সংশ্লিষ্ট সূত্রে জানা গেছে, রপ্তানিমুখি তৈরি পোশাক শিল্প খাতে বিদেশি কর্মচারী নিয়োগের হার দিন দিন বাড়ছে।
বিভিন্ন পরিসংখ্যান থেকে দেখা যায়, বাংলাদেশে বর্তমানে প্রায় চার লাখ ৫০ হাজার বিদেশি নাগরিক কাজ করছে। এদের বেশির ভাগই ভারত, পাকিস্তান, শ্রীলঙ্কা, চীন, তাইওয়ান, দক্ষিণ কোরিয়ার। কিছু ইউরোপীয় ও আফ্রিকানও বাংলাদেশে কাজ করছেন, বেশির ভাগ টেক্সটাইল এবং আরএমজি খাতে।
এর মধ্যে ২০১৭ সালে ভারত বাংলাদেশ থেকে ১০ বিলিয়ন ডলার নিয়েছে এবং এটি ভারতের জন্য চতুর্থ বৃহত্তম রেমিট্যান্স উৎস হয়ে যায়। ভারত বাংলাদেশ থেকে ২০১৬ সালে ৮.৩২০ বিলিয়ন ডলার রেমিট করেছিল, যা ২০১৪ সালে ছিল ৪.৫ বিলিয়ন ডলার।

Permanent representative of Bangladesh to the UN ambassador Rabab Fatima has said that they need bold, innovative, improved and coordinated support measures from the development partners, United Nations system, and other international and regional organisations to ensure the sustainability of the graduating and the graduated countries.
She was speaking at the virtual thematic discussion on LDC5 PrepCom entitled, Towards Improved Support to Graduating and Graduated Countries as the chair held in New York on Wednesday.
The discussion event was jointly organised by the Permanent Mission of Bangladesh, the United Nations Committee for Development Policy and the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and the Small Island Developing States.
