SAN FRANCISCO (CN) - The family of a man killed by a menacing neighbor near his East Oakland home says the police, county jail and probation department failed to stop the killer or warn them of his release from jail, despite knowing of his violent threats and harassing behavior.

THE PUBLIC RIGHTS PROJECT FELLOWSHIP
Public Rights Project helps talented attorneys find pathways into rewarding public service careers. We place skilled, public interest-minded fellows into state or local government law offices City Attorneys, District Attorneys, or Attorneys General for two years. Fellows have the opportunity to work on a range of civil rights, economic justice, and environmental justice issues that directly impact vulnerable populations locally and across the country.
Fellows will work collaboratively alongside colleagues in their government offices on affirmative litigation, coalition building and community engagement, policy initiatives, and other enforcement projects developed with their placement offices. They will help build out new cases and generate new ideas for their office to expand public rights enforcement. ....

Thomas and Allen, as well as a family of four that also live in the triplex, allege their landlord doesn’t actually live in their building. Instead, they argue, the landlord is merely pretending to live there in order to exploit the city’s housing laws.
“Our landlord doesn’t live here,” Thomas said. “He never lived here. He didn’t live here on the day he gave the eviction notice, but about a week after he delivered the eviction notice, he started coming here once or twice a week.”

Oakland Landlords Send Hundreds of Eviction Notices for Non-Payment Despite City's Moratorium

The analysis showed nearly a third of those notices came from a single property owner: Madison Park Financial, run by prominent Oakland real-estate developer John Protopappas.
Madison Park has served 150 eviction notices for failure to pay rent since the city’s eviction moratorium passed.
“They want to harass people and bully people into thinking that they need to pay them all the money or sign up for a payment plan,” said Madison Park tenant Lili Thomas-Brumme. “It’s exhausting and infuriating.”
Thomas-Brumme, a set designer for commercial and film productions, said she fell behind on rent when much of her income dried up during the pandemic. ....
