Heather Jefferis is the Executive Director of the Oregon Council for Behavioral Health (OCBH). OCBH was formed in 2018, merging two addiction recovery associations, Oregon Prevention Education & Recovery Association and Oregon Residential Providers Association. Their mission is to advocate for legislation that creates substance abuse prevention programs and accessible  substance use disorder (SUD) treatment programs. They also strive to promote public awareness of behavioral health prevention and treatment.

Amid Pandemic Overdose Surge, Oregon Decriminalizes All Hard Drugs

In the midst of an opioid addiction crisis that has worsened dramatically, with drug overdoses spiking by about 18 percent during the COVID-19 pandemic, Oregon has moved to decriminalize the possession of all drugs, including heroin, cocaine, methamphetamine, MDMA, oxycodone, and others. Now, residents in the state will be forced to deal with the consequences of the radical policy.
Prior to Measure 110, which initially passed on Nov. 3 with over 58 percent approval but went into effect on Monday, possession of Schedule I-IV classified drugs landed offenders with a Class A misdemeanor. Now while people who sell illicit substances will still face criminal penalties, the same consequences will not apply to the actual consumers. Users will now face a $100 slap on the wrist as well as a “health assessment” for addiction treatment services. Essentially, being caught with fatal narcotics in Oregon is now equivalent to a routine traffic ticket. ....

Oregon becomes 1st state to decriminalize drug possession

Cocaine: 2 grams or less
Meth: 2 grams or less
MDMA: Less than 1 gram of 5 pills
LSD: Less than 40 user units
Methadone: Less than 40 user units
Oxycodone: Less than 40 pills
Psilocybin: Less than 12 grams
People with either a felony criminal conviction or two or more past drug convictions may face more serious penalties. Laws surrounding the sale or possession of large quantities of drugs remain unchanged.
The purpose of the new law is to adopt a health-based approach to the state’s drug crisis by making treatment and recovery services available to anyone who needs and wants access to those services. ....
