East Improvement District dedicates $50M East Project

UMATILLA â More than six decades after regulators first documented groundwater declines in Umatilla and Morrow counties, the East Project irrigation system was dedicated before a crowd of about two dozen along the Columbia River on Tuesday, May 11.
The more than $50 million project aims to provide farmers with river water in lieu of pumping from the ground in an effort to recharge depleted aquifers and allow farmers to grow higher value crops.
âIt wouldnât be possible unless there was a lot of people supporting it, and then the benefits are going to be broad,â said Carl St. Hilaire, president of JSH Farms in Hermiston. âJust as the support was broad, the benefits will be broad in terms of economic benefits for the entire community.â ....

BOARDMAN â Cody Easterday is still waiting for the Oregon Department of Agriculture to approve his application, submitted in June 2019, for a Confined Animal Feeding Operation near the city of Boardman.
Easterday, a 49-year-old rancher whose family owns a huge agricultural operation in Washington state, proposes to open a mega-dairy that would be the second-largest in Oregon. The Easterday Dairy would have up to 28,300 animals and use more water than most cities in the state.
The future of Easterday Dairy is in doubt, however. On March 31, Cody Easterday pleaded guilty to a âghost cattle scamâ that defrauded Tyson Foods and another company out of more than $244 million by charging for the purchase and feeding of animals that never existed. ....

Oregon regulators vote against curtailing stockwater exemption

Oregon water regulators have rejected a petition to restrict groundwater pumping by large dairies within a 257-square-mile area in Umatilla and Morrow counties.
The Oregon Water Resources Commission voted unanimously Dec. 15 to deny the request by Stand Up to Factory Farms, a coalition of environmental groups and others, to establish a 5,000-gallon daily limit on water withdrawals by new or expanded âconcentrated animal feeding operationsâ in the region.
Under the stateâs stockwatering exemption, water can be diverted or pumped for livestock without a water rights permit from the Oregon Water Resources Department, which is overseen by the commission.
Stand Up to Factory Farms contended that âmega dairiesâ and other CAFOs should be stopped from relying on this exemption to use âunlimited amounts of waterâ in the two groundwater critical areas in Northeastern Oregon. ....
