Whitmer signs bill to send $4.4B in rescue funds to schools

LANSING Gov. Gretchen Whitmer on Wednesday signed a supplemental spending bill that releases an unprecedented $4.4 billion in federal coronavirus rescue funding designated for Michigan s K-12 schools.
It is a significant influx of aid, particularly to traditional districts and charter schools with high numbers or percentages of children from low-income families.
Detroit, for instance, is getting $1 billion more than its entire general fund budget as originally adopted last fiscal year.
Legislation the Democratic governor is expected to sign next week would allot an additional $363 million in U.S. COVID-19 funds to ensure districts with more higher-income kids receive at least $1,093 more per student regardless of a federal formula the equivalent of 13% of the state s minimum base amount this fiscal year. ....

Michigan M-STEP test coming to schools, unlikely to tell full story


That means a swath of students may not take the test this year.
Low-income students are less likely to attend districts offering an in-person school option, according to research from Michigan State University. Already in school virtually, those students may also be less likely to take the test.
It is an equity issue, Casandra Ulbrich, president of the Michigan State Board of Education, said. I think what you re going to see is results that are just not usable.  
M-STEP results are often used by education leaders and policymakers as a statewide picture of where Michigan students stand academically. But this year s results may not give a clear, or accurate, picture, particularly for students in districts with high populations of low-income students and students of color, who were also less likely to attend school in-person this year.  ....

As 83% of schools go back to the classroom, the most vulnerable kids are getting left behind

As of this month, 83% of Michigan’s school districts say they’re already offering or planning to offer at least some form of in-person instruction, according to a new statewide survey. That’s a big jump from the  64% who were planning to do so in January, according to a release from Michigan State University.
But while only 15% of districts say they’re still fully remote, researchers say those districts are disproportionately urban, have a high proportion of Black and low income students, and had lower average scores on the most recent Michigan Student Test of Educational Progress, or M-STEP. They also have some of the highest rates of chronic absenteeism and the lowest high school graduation rates, says Katharine Strunk, an MSU professor and director of the Education Policy Innovation Collaborative. ....
