The Sunday Minefield - June 6, 2021 - The Alaska Landmine

The Sunday Minefield – June 6, 2021
What a beautiful weekend it has been in Anchorage! Alaskans all over Southcentral have been out enjoying the weekend I am so happy to be back in Anchorage as the weather in Juneau has been rain, rain, and rain. The Legislature has yet to pass an operating or capital budget, and they are more than two weeks into the special session. Anchorage Mayor-elect
Dave Bronson announced more members of his transition team this week.
A friendly message and reminder to all our readers, the Landmine is made possible by myself and a team of awesome Alaskans. It takes a lot of work to provide the content we do. If you enjoy the content we provide, please consider making a one time or recurring monthly donation. You can click here to donate. We have a donation system that makes it super easy. We would really appreciate it. And thanks to everyone who has been supportive! ....

A surprising number of U.S. counties have 100 percent rural land 702, in fact. To determine the 50 most rural counties in the U.S., Stacker analyzed population density data from the 2010 Census Urban and Rural Classification. The 2010 Census is the most comprehensive, reliable, and recent urban-rural classification available.
According to the Census Bureau, rural land encompasses any land that isn t an urban area. To be considered an urban area, a place has to have a densely settled core of census tracts or blocks and count at least 2,500 people, at least 1,500 of whom must be residents of non-institutional buildings. Areas with 50,000 people or more are considered urbanized areas, while areas with between 2,500 and 50,000 people are considered urban clusters. ....

Federal ICWA lawsuit remains a case to watch despite split decision in 5th Circuit Court of Appeals

4:59
A lawsuit challenging the Indian Child Welfare Act received a split decision in federal appeals court on April 6, 2021. The law, the lawsuit and the split resulted in a 300-plus-page decision that confounded experts and lay people alike. The decision won’t impact Alaska directly. But legal experts  say Alaska should still keep an eye on the case.
The Indian Child Welfare Act, or ICWA, basically provides Tribes with an opportunity to intervene when state child welfare and adoption agencies consider whether or not to remove a Native child from a home. The children can be enrolled citizens of the Tribe or be eligible for membership status.  ....

House Bill Gives States Incentive to Quickly Expand Medicaid, Cover Millions of Uninsured | Center on Budget and Policy Priorities

February 17, 2021
A provision in the House economic relief bill would give the 14 states that haven’t yet implemented Medicaid expansion under the Affordable Care Act (ACA) a strong new financial incentive to do so.
[1] The COVID-19 pandemic and recession have made access to health care including Medicaid even more critical, and more than 4 million uninsured people in the states that haven’t expanded could gain coverage if all remaining states acted.
If enacted, the House provision should settle the argument about whether a state can afford expansion and push the remaining states to adopt expansion quickly.
States that have expanded Medicaid have dramatically lowered their uninsured rates; the people gaining coverage are healthier and more financially secure as a result; and expansion has reduced long-standing racial disparities in health outcomes, coverage, and access to care. It also has produced net savings for many states. Not ....
