In the 1980s, according to the group, Candy Love was the first national rap recording act of the south.Sign up for our Newsletters
"Our group started touring with Salt-N-Peppa, Heavy-D, and Bobby Brown just to name a few, and then went on to do national PSA's and national tours," said Georgia Representative Carl Gilliard.
Rep. Gilliard, who heads the Chatham County Legislative Gang Prevention and Intervention Commission, and his childhood friends Daren Gayle and Lonnie Green used positive themes in all their songs.

Gov. Brian Kemp signed legislation Monday overhauling Georgia’s citizen’s arrest law to greatly limit who can detain criminal suspects beyond on-duty police officers.
Enactment of the bill sponsored by former state Rep. Bert Reeves, R-Marietta, and co-sponsored by Savannah-area Rep. Carl Gilliard, D-Garden City, marks the most high-profile bill on criminal justice to clear the 2021 legislative session following last summer’s nationwide protests against police brutality and racial injustice.
It came in response to the killing last year of Ahmaud Arbery, a 25-year-old Black man gunned down while jogging near Brunswick during an altercation with three white men who said they believed he had burglarized a home under construction. Father and son Gregory and Travis McMichael, and William “Roddie” Bryan claimed they were making a citizen’s arrest and pleaded not guilty.

Georgia Gov. Brian Kemp is expected to sign Monday a bill repealing the state’s citizen’s arrest law.
Kemp will hold a bill signing ceremony at 2 p.m. at the Georgia State Capitol.
In March, Georgia lawmakers gave final passage to the bill, which was one of the top legislative priorities this session in the aftermath of the killing of Ahmaud Arbery, who would have celebrated his 27th birthday on Saturday.

Longtime proponent of passenger rail says return of Nancy Hanks train an investment with huge potential returns

The following is an excerpt from a recent "The Commute” podcast discussion featuring Georgia House Rep. Carl Gilliard (D-Garden City), a longtime proponent of a passenger rail connection between Savannah and Atlanta. Comments have been condensed in the interest of space. Georgia bill repeals citizen's arrest laws, but not Stand Your Ground

This session, Georgia lawmakers passed a bill that would repeal the state’s citizens arrest law, in the wake of the homicide of Ahmaud Arbery in Brunswick.
In a rare bipartisan showing, the House voted 169-0 in favor of House Bill 479, which prevents citizens from detaining a person if they suspect that person has committed a crime.
It remains legal for businesses to detain such a person if the alleged crime was committed on the business property.
For Rep. Carl Gilliard, D-Savannah, who co-authored the bill, it’s a point of pride.
“I think we sent a big signal that Georgia must become the state that is too busy to hate,” Gilliard said.
