PORTLAND, Ore. — It's no secret Portland's housing crisis was worsened by the pandemic, but it remains unknown just how much the region's homeless population has grown in the last year. 
Economists estimate a 40-45% rise in homelessness during the pandemic, but we can't be sure yet how much that number has grown. 
Cascadia Behavioral Healthcare (CBH) has deployed outreach teams to help people on the streets find basic services and housing.

Under the wail of passing trains, Portland’s Old Town residents and business owners swap stories of the latest neighborhood goings on. Their conversations repeat themselves week after week. They fear crime is increasing. They’re bothered by tents lining sidewalks and trash piling up. They’re frustrated that first responders don’t arrive quickly when homeless neighbors experience a mental health crisis. And they worry about the immense task of reopening their businesses after a year of closures.

Mental health leaders brief board on crisis services in wake of deadly police shooting

Leaders from the County’s Behavioral Health Division briefed the Board of County Commissioners on the Mobile Crisis Program Tuesday, April 20, outlining the full scope of crisis services available to Multnomah County residents.
Mobile crisis services play a key role in emergency situations that don’t require law enforcement, fire or ambulance services. The COVID-19 pandemic, the racial justice movement, criminal justice reform, and other crises have underscored the need for easy access to mental health services, experts told the Board Tuesday. 
The death last Friday of Robert Delgado underscores that need. Delgado, a resident experiencing homelessness who lived with mental illness, was shot during an encounter with Portland Police. His death has amplified calls for a new approach to responding to 9-1-1 calls that may have a mental health component.

All residents are moved to a nearby motel because of chronic health and safety problems.
The City of Portland shut down a government-funded veteran-supportive housing complex, deeming it dangerous to live in. The decision came after officials and contractors discovered water damage and a deteriorating roof, which led to a serious ceiling collapse and mold infestation.
This action is forcing all of the veterans who lived there out of the property, leaving them with an uncertain future for long-term housing. Those veterans say the building has been neglected for years. Now, they're worried about where they're going to live.

Julia Mines didn’t want to get vaccinated against COVID-19, fully aware of the nation’s history of medical experimentation on African Americans. But she did it anyway.
“I needed to set an example,” said Mines, director of a drug and alcohol recovery center for Black Portlanders.
But, in the end, only two of her seven employees at The Miracles Club have gotten shots, she said, even though they had early access because they work face-to-face with people of color.
