Lessons From Kings County Prison Where COVID-19 'Spread Like Wildfire'

When news of the pandemic first reached the men incarcerated at Avenal State Prison in central California, inmate Ed Welker said the prevailing mood was panic. “We were like, ‘Yeah, it’s going to come in here and it’s going to spread like wildfire and we’re all going to get it,’” he said. “And that’s exactly what happened.”
Calling the prison system’s response to the pandemic “nonchalant,” “incompetent” and at times “negligent,” Welker and his fellow inmates described a crowded and dangerous living situation. Inmates interviewed by Valley Public Radio said physical distancing was nearly impossible, and constant moves in and out of quarantine were confusing and disruptive. The postponement of visits and rehabilitative programs left the men with little opportunity to vent their frustrations. ....

Johnnie was born Johnnie Mae Paynes on December 13, 1944, in Simmesport, Louisiana to Edward Paynes, Sr. and Gertrude Lee. Johnnie was the fifth oldest of eight children. Her siblings Edward Jr., Effie (Becky), Margaret, Velma, Amos, Juanita, and Anita all preceded her in death.
In high school, Johnnie was introduced to Fred Keller by her cousin, Floyd Anderson. Johnnie and Fred dated for several years before Fred entered the Air Force. After completing his service, Fred found his way back to Johnnie and they moved to Los Angeles. They married in 1969. In 1971, they welcomed their first son, Avery Omar. In 1974 their second son, Fred X-avier was born. ....

In Kings County, One Of Every Nine Residents Has Contracted COVID-19

More than six percent of Californians have now contracted COVID-19 since the pandemic began, but in one San Joaquin Valley county, the case rate is almost twice as high.
 
One reason for Kings County’s high cumulative total is massive outbreaks in two of the county’s state-run prisons: Avenal State Prison and the Substance Abuse Treatment Facility in Corcoran, which together account for more than 7,000 cases among incarcerated and staff. According to the New York Times, they’re the two largest outbreaks of COVID-19 in prisons in the entire country.
 
“That is something that is startling to think, that that many individuals in a very close proximity are all testing positive,” says Jeff Garner, executive director of the non-profit Kings Community Action Organization. “It’s a huge concern. The prisons are a huge employer in our county. Whether it’s employees or clients, it’s kind of like those six degrees of separation ....

Kings Cares program extended until June


HANFORD — A program that supports essential workers who have tested positive for COVID-19 has been extended until June.
At its meeting Tuesday morning, the Kings County Board of Supervisors approved the extension of the Kings Cares program.
The program, spearheaded by Kings Community Action Organization in collaboration with the Kings County Department of Public Health, offers comprehensive support to COVID-positive essential workers and their families to help them isolate or quarantine safely at home or in a hotel.
The board previously approved at its Dec. 15 meeting the funding to sustain the program through the end of the fiscal year in June — which comes from the Coronavirus Aid, Relief, and Economic Security (CARES) Act — and on Tuesday approved an amended contract with KCAO to operate the program . ....

Kings Cares program may be extended


HANFORD — Kings Cares, a program that supports essential workers who have tested positive for COVID-19, is being considered for extension by the Kings County Board of Supervisors.
The program, which is spearheaded by Kings Community Action Organization in collaboration with the Kings County Department of Public Health, offers comprehensive support to COVID-positive essential workers and their families to help them isolate or quarantine safely at home or in a hotel.
At its meeting Tuesday, the board approved funding to possibly continue the program, which began in mid-September, and will consider the approval of an amended contract with KCAO during its meeting on Dec. 22. ....
