Ex-GSI CEO recognized for vision, rallying others

Rich Hadley became the CEO and president of the Spokane Regional Chamber of Commerce in 1993 and led the organization, which became Greater Spokane Incorporated, for 21 years.
As Rich Hadley and his wife of 50 years, Rita, got closer to their downtown Spokane destination from their home in Colbert, she began grumbling about the increase in vehicle traffic.
Without missing a beat, Rich replied, “It’s that damn chamber’s fault for doing its job so well,” before he burst into laughter.
Hadley, now 74, served as CEO and president of Greater Spokane Incorporated, formerly the Spokane Regional Chamber of Commerce, from 1993 until 2014, when he retired. He is viewed by no shortage in Spokane’s business community as someone whose imprint will last for generations to come. ....

As Washington Legislature wraps up, lawmakers pass a new budget, capital gains tax and clean-fuels standard

OLYMPIA A full slate of legislation to overhaul policing. A pair of major climate-change bills. A new budget that expands child care, public health programs and a tax credit for low-income Washingtonians. A slew of equity initiatives. A capital gains tax.
In any other year, one or of two of those sets of victories could be considered a major success for Washington’s Democratic state lawmakers and Gov. Jay Inslee.
But even before the Washington Legislature on Sunday completed its regular 105-day session, it had become clear that 2021 was no ordinary year. ....

Ignoring voters, Legislature passes carbon reduction measures with cap and trade bill and low carbon fuels standard


SB 5096 cannot be implemented until other bills are enacted raising multiple taxes
On Saturday, the Washington State Senate passed SB 5096 by a vote of 27-22, and it now heads to Gov. Jay Inslee’s desk for signing. On Sunday afternoon, the Senate passed HB 1091 creating a low carbon fuel standard. Both bills are tied to a future transportation package which must include a gas tax increase of a nickel or more.
“We finally have meaningful climate legislation that reflects the values and priorities of Washingtonians, and that respects the science of climate change,” Gov. Inslee said in a statement.
Inslee’s statement appears to fly in the face of voters’ actions. Both bills bypass the will of voters who soundly rejected I-732 and I-1631, which would have imposed a carbon tax raising the cost of home heating, vehicle fuels, and more in 2016 and 2018. ....

Three Big Trends in the Carbon Marketplace – Advanced BioFuels USA

“Farmers aren’t ready to jump in, because it’s the wild, wild west out there,” says Iowa farmer Mitchell Hora.
Despite the uncertainty that exists in the marketplace, there are at least three clear trends in the carbon marketplace, says Amy Skoczlas Cole, executive vice president of Farm Journal’s Trust In Food.  Cole recently led a discussion on carbon market trends with a panel of farmers, industry members and a USDA policy advisor. ....
