LA Metro board opts to pause pursuit of 710 Freeway widening project • Long Beach Post News


The Los Angeles County Metropolitan Transportation Authority’s board of directors criticized the planned expansion of the southern end of the 710 Freeway Thursday but declined to stop pursuing certification of the project’s environmental documents that have come under scrutiny from state and federal transportation officials.

A motion by Director Hilda Solis sought to cease further work to advance the environmental documents while continuing early-action improvements that were part of the 710 project but the board instead voted to suspend work on the project’s environmental review while Metro tries to reimagine the project.
The Metro board in 2018 approved a $6 billion plan to widen a 19-mile stretch of the freeway that would have added a lane in both directions along the entire length of the freeway from Long Beach to East Los Angeles. ....

Federal regulators' demand for pollution study could derail 710 widening project • Long Beach Post News


A long-running project to widen the 710 Freeway hit a new hurdle after the EPA has required planners to conduct a detailed pollution study that is likely to show added truck traffic will increase pollution in an area already burdened by bad air.

The Environmental Protection Agency issued a letter in March requiring that officials behind the 710 Freeway widening project which would add two lanes of truck traffic on either side of the freeway perform a particulate matter “hot-spot” analysis. Not completing the analysis would put the project in non-compliance with the Clean Air Act, federal officials said. ....

The Issue
Growing up in West Long Beach, Jan Victor F. Andasan remembers watching their younger brother take long breaths through a nebulizer to help him breathe easier. In the late nineties, Andasan, who was also an asthmatic and used an inhaler, had immigrated with their family from the Philippines to Southern California. In their predominantly working-class community of color, homes including Andasan’s were bordered and bound by some of the biggest and busiest ports, freeways, and refineries in the country. As a child, Andasan was used to the nebulizer, to the railway yard next door, to the fire and black smoke of refinery flares. But some two decades later, as an organizer with East Yards Communities for Environmental Justice (EYCEJ) a community-based organization that works across Los Angeles’ communities they are still hearing the same stories. ....
