Phoenix, Arizona - Governor Doug Ducey announced the appointment of Malcolm Hightower to Director of the Residential Utility Consumer Office (RUCO), effective, May 10.
Hightower replaces Laurie A. Woodall, who served as Interim Director since mid-December. 
“Malcolm’s years of leadership and commitment to serving communities in need make him a great fit to lead RUCO,” said Governor Ducey. “He will serve Arizona’s utility consumers well, and I look forward to working with him to ensure their needs are met. My thanks goes to Malcolm for stepping up to this role, and to Laurie for her dedicated leadership these last few months.”

We lost a further reduction to ZERO increase!
Three ACC Commissioners proposed amendments to the Judge’s Recommended Opinion and Order (ROO) further reducing our monthly payment. These were profoundly opposed by the Liberty attorney who declared the Commissioners’ amendments would drive utility investment away from the State of Arizona.
The attorney and the president of Liberty frequently declared that we ratepayers “got exactly what we bargained for, the closing of the plant, allegedly at $15 rate increase agreed upon in 2008”.
The only problem is that, the $15 rate increase was over a then $48 / month rate, and very few of us current 2,450 ratepayers were involved in this agreement. In fact, only about 10% of us were involved.

PHOENIX — Thousands of Arizona Public Service (APS) customers will be receiving settlement checks in the mail over the next few weeks, the Arizona Attorney General s Office announced Friday.
APS is sending $24 million worth of refunds to approximately 225,000 customers impacted by either a 2017 data entry error or those who were not on the most economical service plan.
Eligible consumers either will receive a $98 check if they were not on their most economical rate plan or varying restitution if they were impacted by the 2017 letter. All consumers receiving restitution will also receive a letter from the Attorney General s Office confirming the settlement and that the checks are valid, the AG s office said in a media release.

APS's plan for closing coal plants could be a gamechanger, analysts say, but who will pay?

Arizona Public Service (APS) has captured the attention of the Western U.S. power sector with its plan to finance the economic transition of communities affected by the closure of its remaining coal plants.
Economic reality defeated the Trump administration s efforts to protect coal, and the energy transition is expected to accelerate under President-elect Biden. But few of the Western utilities already closing uneconomic coal facilities have taken commensurate financial responsibility for helping to transition the often profoundly affected communities. The $144.45 million long-term APS plan could be a game-changer, the utility and economic justice advocates agree.  
Other transition funding plans are incomplete or offer much less compared to the size of the affected plants, Sierra Club Beyond Coal Campaign Western Region Director Evan Gillespie said. APS is proposing to do what they are obligated to do and what so many other utilities are failing to do and it can change both the narrative and how utilities are held accountable going forward.
