In the mobility field, for example, there are a number of these well-meaning public service laws that got mired in public controversy and dismay. The first is the implementation of the required child seat.
Republic Act 11229, known as the Child Car Seat Law, mandates the use of child restraint systems (CRS) among children 12 years old and below, with a height of 4 feet 11 inches and below. It was signed into law by President Duterte on February 22, 2019 and was supposed to take full effect last February 2, 2021. Due to a public outcry as a result of the prevailing economic difficulties, the President deferred the implementation of the law. ....

When Land Transportation Office National Capital Region (LTO-NRC) Director Clarence Guinto said, “Siguro po laki-lakihan mo ‘yung sasakyan mo (maybe you should just get a bigger car),” as reply to host Amy Perez’s question on how families with taller and bigger kids can comply with the Child Car Seat Law, reactions were as hot as a cup of coffee on an otherwise lethargic Monday morning.
Perez, in her dzMM Teleradyo program, was discussing the mandatory compliance of The Child Safety in Motor Vehicles Act or Republic Act 11229, particularly the use of car seats or restraints for children aged 12 years old and below, pointing out that buckling up taller kids with the use of car seats may do more harm than good. The law was supposed to be implemented on Feb. 2, 2021. ....

In a Facebook post Tuesday that appeared to be a light if not comedic commentary on the enforcement of Republic Act (RA) No.11229 or the Child Car Seat Law, Nebrija wrote a “then and now” scenario to illustrate how common families are impacted by the law.
“Then ‘Yaya kandungin mo si baby’…Now ‘Yaya put the baby in the child car seat’ ….Mas sosyal na tayo ngayon pero di na kasya si Yaya sa kotse (Then: ‘Nanny please hold the baby on your lap’… Now: Nanny put the baby in the child car seat’ ….We’re more affluent now but Nanny can’t fit in the car anymore),” he said. ....

MANILA, Philippines The Department of Transportation (DOTr) has deferred implementation of Republic Act 11229 or the Child Safety in Motor Vehicles Act as the Land Transportation Office (LTO) finalizes enforcement guidelines for the law.
Both the DOTr and LTO yesterday agreed to postpone the enforcement of the law amid the pandemic, to determine the age and height of the children to be covered as well as the standard car seat and penalties to be imposed on violators.
Transportation Assistant Secretary Goddes Libiran said at least six months is needed for the conduct of an information campaign before enforcing the law. ....

LTO Law Enforcement Service Acting Director, lawyer Clarence Guinto made this remark during a DZMM interview wherein the radio anchor asked him what the proper recourse would be if child restraints make the car too cramped for big or tall children.
“Kung 12-years-old sobrang tangkad, lalagyan ng booster (CRS) tatama ulo sa kotse, hindi ba delikado? (If there’s very tall 12-year-old and you place a booster under his seat, wouldn’t that be dangerous because his head will hit the roof of the car)?” asked anchor Amy Perez, who is a mother.
“Tama po yun. Siguro laki-lakihan mo yung sasakyan mo (That’s correct. You should use a bigger car),” Guinto said. ....
