Environmentalists sue to block demolition of the California Capitol annex
SACRAMENTO – An environmental group said Friday it is suing several state agencies to block the demolition of the California Capitol annex, a warren of executive and legislative offices on the east wing of the statehouse that is scheduled to be overhauled in the next four years.
The Save the Capitol, Save the Trees coalition argues in its lawsuit that the California Department of General Services, the California Department of Finance and the Legislature’s Joint Committee on Rules must reconcile environmental review discrepancies in their plans to update the decades-old annex before demolition begins.

As of Wednesday it had been 1 year, 3 months and 18 days since the Vermont Statehouse was closed to the public by Gov. Phil Scott’s “Stay Home, Stay Safe” executive order.
Next week, people will be welcomed back to the building known as “the People’s House.”
The Statehouse, one of the state’s signature buildings and a treasure trove of Vermont history, will reopen to tours the morning of Tuesday, July 6, Sergeant at Arms Janet Miller told the Legislature’s Joint Rules Committee on Monday.
A number of legislative summer study committees will also return to Montpelier on July 15, the Joint Rules Committee said.

Lawmaker revives proposal to eliminate state's top political cop


A Kalispell lawmaker is reviving a proposal he brought four years earlier to eliminate Montana’s Commissioner of Political Practices, the state’s enforcer of campaign finance and lobbying laws.
The bill, brought by Republican Rep. Derek Skees, got its first hearing Thursday in the House State Administration Committee. Similar to legislation that passed the House in the 2017 session before stalling out in the Senate, House Bill 535 proposes shifting much of the COPP office’s duties to the Secretary of State, including receiving campaign statements and reports for candidates and political committees.
Under the new bill, the Secretary of State would also be responsible for receiving and investigating campaign finance and election complaints. If it finds “sufficient evidence to justify a civil or criminal prosecution,” a new, four-person panel of legislators would review the case and determine whether to pursue it further.

This past week, the Joint Rules Committee of the Vermont General Assembly set Friday, March 12 as the Legislature’s “crossover” date.
What does that mean?
Every year, the House and Senate agree to set a deadline for policy bills that need to be voted out of committee to be sent to the other chamber. ”This is our internal deadline to set which bills move on to the next step or not,” House Speaker Jill Krowinski said during the Joint Rules Committee meeting.
