DENVER — The Colorado Joint Budget Committee has released its appropriations bill, also known as the long bill, earlier than normal this year. Committee members say this year’s budget is more focused on addressing funding inequities in the state.
The long bill covers the state’s roughly $34.6 billion budget to fund everything from education to health to transportation.
After cutting billions last year, the economic forecast for the state is looking much more promising this year, meaning some cuts can be restored and lawmakers can focus on targeted investments. ....

Colorado Higher Education Strained By Pandemic Budget Cuts Turn To State Capitol For Funding

Duane Physical Laboratories Complex, University of Colorado, Boulder.
Colorado’s higher education institutions have remained flexible to operational changes during this COVID-19 pandemic to balance student needs with health and safety. After one year, a combination of masks, social distancing, falling COVID-19 cases and the state’s ongoing vaccine rollout have administrators planning for more in-person courses this fall.
Yet revenue losses from decreased student enrollment and state cuts to higher education funding continue creating major financial complications for Colorado’s public universities. Board members at the University of Northern Colorado, Colorado State University, and the University of Colorado Boulder each elected to keep tuition level for the 2020-2021 school year. Now, all three schools are considering raising student tuition and fees to account for budget shortfalls and increased operational costs. ....

LEGISLATIVE PREVIEW 2021 | Where's the money? The JBC looks for it

The six members of Colorado s Joint Budget Committee have a large task ahead of them in the 2021 session: Persuading the other 94 members of the legislature to just say “no.”
The recently concluded special session that put more than $300 million into COVID-19 relief isn’t the only stimulus in the pipeline. Gov. Jared Polis has proposed additional $1.3 billion to get the state’s economy back on track, an idea backed by the committee. Still, there are some differences between the state’s chief executive and the JBC on just how that should be done.
Colorado Politics talked with five of the budget panel s members to gauge their priorities going into what is likely to be a challenging budget year. (Republican Rep. Kim Ransom of Lone Tree did not respond to an interview request.) ....
