During its first meeting of the new year, held remotely via GoTo Meeting due to the pandemic, the New Mexico Entity of the Central Arizona Project elected new officers and approved an amended version of the document that binds its members together. The revised joint powers agreement must now be approved separately by each member organization of the 15-member group, now composed of the counties of Catron, Luna, Hidalgo and Grant and several municipalities, irrigation associations and soil and water conservation districts. The New Mexico Interstate Stream Commission, which controls the Entity’s purse strings, is the group’s 15th, nonvoting member. ....
