MONTPELIER — A bill proposing to extend the state’s 6 percent sales tax to cloud computing services is scheduled to be considered by the Vermont House of Representatives on Thursday, and proponents say the resulting revenue will in turn pay for a corporate tax code overhaul that will benefit businesses in the long run.
The bill, which passed out of the House Ways & Means Committee Tuesday, also shifts corporate tax liability to gross receipts rather than property and payroll, said state Rep. Emilie Kornheiser, D-Windham 2-1, the committee’s vice chair.
According to a Legislative Joint Fiscal Office preliminary estimate, adding cloud computing to the sales tax, which would take effect June 1, 2022, would net $10.9 million in revenue in fiscal 2023, $12.3 million in fiscal 2024 and $13.9 in fiscal 2025. ....

Study in child care bill poses challenge for House committee

A section of a bill greatly expanding financial aid eligibility for child care and increasing early educator wages calls for a feasibility study seeking a funding source for the significant investment it proposes.
But that’s not as easy as it looks, the Vermont House Human Services Committee heard Tuesday, as it continued work on H. 171.
The committee heard from potential study participants who don’t want to participate; that some of the data the study would collect does not presently exist; and that the price tag is significant.
As drafted, the bill calls on the State Treasurer, the Auditor, Joint Fiscal Office, the Commissioner of Finance, and the Commissioner of Taxes to deliver that study by January 15 of next year. It’s a key element of a proposal intended to reduce the per-household contribution for child care to 10 percent of gross household income, while raising wages in an industry where ....

State revenue forecast bounces back to near January 2020 levels

MONTPELIER — The state Emergency Board approved an upgrade in the state’s revenue forecast for fiscal 2021, as the state’s economists said the massive injection of federal spending during the COVID-19 pandemic had resulted in healthier than expected revenues through the first six months of the fiscal year.
The board unanimously approved revenue projections of $2.44 billion for fiscal 2021, $2.57 billion for fiscal 2022 and $2.62 billion in fiscal 2023.
The projection is based on what economist Tom Kavet called “a steady progression of above target performance on a number of key and very large tax sources,” as well as the change in administrations in Washington likely to result in additional coronavirus relief dollars. ....

More than a few Vermonters have asked over the past four years: Why is Gov. Phil Scott still a Republican?
That question — and, between the lines, a bigger question about what it means to be part of the Grand Old Party in Vermont — was asked out loud on Friday.
Going back to the 2016 campaign, Scott has made no secret of his distaste for Republican President Donald Trump, criticizing him openly despite the potential ramifications.
Scott was among the first Republican governors to say after Trump’s first impeachment that he should have been convicted and removed from office.
