Killeen City Council to decide whether to ban no-knock warrants

KILLEEN, TX — The use of no-knock warrants has been under fire within the city of Killeen since 2019, when the execution of a no-knock warrant led to an injured officer and the death of James Scott Reed. Now, the decision whether to ban this practice is in the hands of the city council.
A no-knock warrant is exactly what it sounds like, or doesn t sound like. It’s a tactic officers use mostly in drug related cases or when law enforcement is trying to arrest a suspect who is known to be violent.
”It provides officers a little bit of the element of surprise so that they can enter without allowing someone time to perhaps get a weapon, explained Dr. Tammy Bracewell, professor of criminal justice at A&M-Central Texas. ....

Killeen council unsure on approving $100,000 for new traffic signal


The Killeen City Council expected to vote Tuesday on whether to spend $100,000 as a contribution to the new traffic light that is up and running at the intersection of Golden Gate Drive and Clear Creek Road in west Killeen.
Last week, the item was brought to the council during its workshop meeting and there was a lengthy discussion about whether the council should have to pay anything for a project that is already complete.
Bubba Purser, a well-known local developer, paid for the light at around $420,000 and is asking the council to contribute $100,000 back to him. He said it is only equitable for the council to pay him that amount because they are going to get a light that they would have had to build in the future for “a quarter on the dollar.” ....

Open Carry Still Permitted at Killeen City Council Meetings


Good news for supporters of open carry: the Killeen City Council on Tuesday denied a motion to consider a resolution that would ban the open carry of handguns at future meetings.
Our partners at News 10 report that the issue had drawn considerable attention in prior weeks, but it was handled swiftly at Tuesday afternoon s meeting.

City Attorney Traci Briggs spoke before the council to clarify that any ban would apply to anywhere the City Council met if there were signs posted. Council members would not be exempt, and Briggs said any council member discovered to be carrying would face arrest. ....
